This work was undertaken to develop a clearer understanding of the actual volumes involved in Retinal screening and subsequent clinics. The outputs of this work were used to negotiate additional contracted volumes with the Ministry of Health. This assignment for CYF involved the development of a programme implementation model to guide the establishment of a radically different service configuration. The implementation model incorporated alternative investment strategies for the development of service capacity in agency, community and NGO coordination functions, allowing each part of the complex service system to understand the interaction between service capacity, capability development, service and infrastructure establishment and service delivery during a complex transition from one service model to another.
